Even simple Flash animation takes time to create and change so it's important to know exactly what is needed before actual animation is created. I often create storyboard with static images before creating an animation. This way we finalize design and sequency of action before I start work on animation.

If you are considering all-Flash website you need to carefully weight all Flash limitations. XHTML/CSS/JavaScript/PHP website is a better choice for most web sites.
There are many problems with all-Flash web sites. Here are few of them:
- Flash website takes longer to create so it's usually more expensive;
- Flash website takes longer to update, so it's more expensive to maintain it;
- Flash website requires a Flash player which is not available for some web browsers or operating systems/platforms;
- Flash website is not SEO friendly (a lot of information is invisible for search engines) - you will have to make additional efforts to optimize your website for search engines;
- Flash website usually takes longer to load;
Here are some benefits of having all-Flash website:
- You have more control on how your website looks;
- You can add various features that are not available in XHTML/CSS websites
If you really-really want to have Flash on your website, I recommend to use it only where absolutely necessary and have the rest of your website in XHTML/CSS/JavaScript/PHP.
